September 10, 2009
I. WELCOME AND CALL TO ORDER
A. The Board of Trustees, Joint School District No. 365, met for the regular meeting at Rimrock Jr. Sr. High School Music Room on Thursday, September 10, 2009. Chairman Dixie Black called the meeting to order and led the Pledge of Allegiance.
B. Roll call - Chairman Dixie Black, Vice Chairman Ray Meyers, Marie Robertson, Joe Merrick, Howard Field, Superintendent Vickie L. Chandler and Clerk Cathy Sellman were present. Also attending were Principal Phil McCluskey, Principal Gerald Chouinard, Penny Jones, Celia Tindall, Justin Black, Brian Simper and Travis Jackson.
II. APPROVE AGENDA
Ray Meyers made the motion and Howard Field seconded to approve the agenda for September 10, 2009. Motion carried.
III. CONSENT AGENDA

- Bruneau Elementary Activity Accounts
- Grand View Elementary Activity Accounts
- Rimrock Activity Accounts
Howard Field made the motion and Joe Merrick seconded to approve the Consent Agenda. Motion carried.
IV. REPORTS TO THE BOARD
A. Principal Reports-Gerald Chouinard, Phil McCluskey
Principal Gerald Chouinard reported on enrollment at the elementary schools. Grand View Elementary has 129 K-6 plus 37 pre-school students. Bruneau Elementary has 52 K-6 and 12 pre-school students.
Both elementary schools have hosted Open Houses with Bruneau having a 72% turnout and Grand View a 40% turnout. The food served at Bruneau Elementary Open House was from the school garden. The Lions Club will conduct their eye testing on September 24th. IRI’s will begin next week at both schools. Mr. Greg Piersol will talk to the students Constitution Day, September 17th. Veteran’s Day Assemblies will include Mountain Home Air Force Base Color Guard.
Principal Phil McCluskey reported the IDLA classroom has been implemented with a total of 45 students enrolled. The official first day of class will be Friday, September 11th. Students have finished the orientation and practice classes. Tammy Payne is the paraprofessional IDLA site manager and she has completed the training. ISAT math courses were the target classes, and some students are taking foreign languages and some are taking advanced placement classes. The pep band played at the football game Friday night and at the pep assembly in the afternoon. Intramural dodge-ball will start next Tuesday during lunch. “I Got Caught Doing Something Good” has been implemented. Shoni Gennette and Kyle Field were the last winners. The Open House will be Wednesday, September 16th. Discussion was held on the band playing at the Open House.
B. Student Presentations—Rimrock FCCLA and Idaho Drug Free Youth (IDFY)
Travis Jackson presented a slide show on Idaho Drug Free Youth (IDFY). The goals are to promote awareness of drug and alcohol abuse. IDFY is a student ran organization based on the values of fun, empowerment, knowledge and support. They are focusing on empowerment this year. The Rimrock IDFY Chapter with 118 members is the largest chapter in the state of Idaho. Fund raisers included car washes, movie concessions, potato bar at the football games, and business support. Activities include camp, kick-off party, ski trip, ice skating, movie nights and leadership retreat. Travis thanked the board for allowing them to go to Bogus Basin for the snow skiing trip. They are working on a skit for once a month to be broadcast over Channel 1. The Leadership Retreat in McCall was explained. The chapter does Red Ribbon Week at both elementary schools for community service. This year they are doing Teens Against Tobacco Use (T.A.T.U.) for elementary students. Travis showed pictures of the retreat in McCall from last summer. He thanked Penny Jones for being their dedicated IDFY advisor and the school board for allowing them to participate. Discussion was held on the Rimrock students helping other schools starting IDFY organizations. The board commended the students for working with the grade school students.
Mrs. Penny Jones explained the survey the students filled out regarding alcohol and drugs and the changes for the positive that have been made.
Brian Simper and Justin Black, state officers for FCCLA, reported on their activities. They shared pictures and slides of the FCCLA National Convention in Nashville, TN. The theme was Beyond the Label. Mrs. Tindall, FCCLA advisor, Porter Simper and Brian Simper attended the convention. It was a fast, intense training and a great experience for the students. Over 5,000 students attended the convention for six days. Justin Black explained Joint State Leadership for FCCLA which was held in August. Seven professional technical organizations attended the conference where they learned team building skills. Ag Days will be held in Moscow on October 2nd and 3rd with 4-H groups, FFA and FCCLA groups attending. District Convention theme will be “Game On!” this year. Stop Violence, Student Body and Families First will be some of the topics covered at convention. Justin Black will be in charge of the convention which will be attended by approximately 500 students. Clusters will be held in Salt Lake City, UT. Brian Simper told the board they were very grateful for the opportunity to participate. The organization plans to sell beef jerky sticks at lunch for a fund raiser for the Children’s Network. They are planning a Blood Drive in October and hope to be able to donate between 20-30 pints of blood. The boys thanked the board for supporting FCCLA in school. Mrs. Chandler commended the students for their speaking abilities and congratulated them on their achievements.
The students showed a video from the McCall Leadership Retreat which included skits they performed.
C. Superintendent Reports-Vickie L. Chandler
Superintendent Vickie Chandler reported on enrollment and gave board members a spreadsheet with the student’s names. Bruneau Elementary is up 11 students, Grand View Elementary is up 3 students and Rimrock is down 12 students for a net gain of 2. The activity calendar was also discussed. Monday, September 14th is a district wide staff in-service at 8:20 a.m. The entire staff will attend the H1N1 Flu Educational information and special education referral and interventions. Other workshops include the “kitchen sink” of technology, linking health and academic achievement, creating independence through student owned strategies, teaching with an in-focus projector, completing school employee web pages updates, gifted/talented/accelerated learning program. Staff members will chose three workshops to attend. Open House flyers, designed by Rimrock students, were mailed on Thursday. The information had been sent to every newspaper for this week’s edition, however it was not printed. The Grand View Elementary PTA Newletter was given to board members. The substitute training for twenty prospective substitutes was discussed. Sympathy cards were signed for Bill and Sharon Lawrence and Kermit Tate. The energy analysis comparisons were given to board members and discussed in length. The contractors, architects and Clima-Tech representative had a meeting with Superintendent Chandler at the district office on Wednesday to discuss the energy usage.

VI. ACTION ITEMS
A. Approve Out of State Travel—FCCLA and FFA
Discussion was held on out of state travel for organizations and grade point averages for students.
Joe Merrick made the motion and Marie Robertson seconded to approve out of state travel for FCCLA and FFA organizations. Motion carried.
B. Approve Border Tuition Contract for Jordan Valley Student
The district has one student, Bryce Kerschner, who lives near Jordan Valley, OR and he attends school there. The district also has a border contract with Elko County, NV for students attending school in Owyhee. Discussion was held on the tuition contracts.
Marie Robertson made the motion and Joe Merrick seconded to approve the border tuition contract for the Jordan Valley student. Motion carried.
C. Quarterly Budget Update
Superintendent Chandler reminded the board she would like to have them review the budget quarterly. She also would like to amend the budget after the audit with the new carry-overs. Discussion was held on advertising for the temporary summer help. During the bond remodel Mrs. Chandler asked students at Rimrock if they wanted to work for a contractor and she couldn’t find anyone willing to work. Technology summer help is recommended by Will Goodman or Sadan Selimovic. The final bond project is some landscaping behind the school at Bruneau Elementary. Tony Black is grading, leveling and putting gravel in the area.
Howard Field made the motion and Ray Meyers seconded to accept the quarterly budget update. Motion carried.
