August 13, 2009

 

 I.         WELCOME AND CALL TO ORDER
A.   The Board of Trustees, Joint School District No. 365, met for the regular meeting at Rimrock Jr. Sr. High School Music Room on Thursday, August 13, 2009.  Chairman Dixie Black called the meeting to order at 7 p.m. then led the Pledge of Allegiance.
                                                                       
B.  Roll Call – Chairman Dixie Black, Vice Chairman Ray Meyers, Marie Robertson, Joe Merrick, Howard Field, Superintendent Vickie Chandler and Clerk Cathy Sellman were present.  Also attending were Principal Phil McCluskey and Principal Gerald Chouinard.

 

II.        APPROVE AGENDA
Superintendent Chandler announced that Item F – Student Issues needed to be deleted from the agenda. 
Ray Meyers made the motion and Howard Field seconded to approve the agenda, minus Item F.  Motion carried.
                                                                       
III.       CONSENT AGENDA
A.   Approval of minutes of the Regular Session July 15, 2009

Howard Field made the motion and Ray Meyers seconded to approve the Consent Agenda.  Motion carried.

 

IV.       REPORTS TO THE BOARD
A.   Superintendent Reports-Vickie L. Chandler
Superintendent Vickie Chandler reported on the monthly activity calendar, which was in the board member’s binders.  The August 29th Volleyball Tournament in Wilder was cancelled.   Bruneau Elementary enrollment has increased by 9 students.  The administrators, secretaries, counselor, special education director and teachers traveling to all three schools met on Wednesday.  Southwest District Health Department notified the district that the West Nile Virus has been confirmed at Bruneau and Rimrock.  Notices have been posted in the area.  Mrs. Chandler gave a summary of her State Superintendent meeting in Boise and the workshops she attended.  Will Goodman sent the application and the district was selected as one of 32 schools for the Idaho Education Network to be on broad band internet.  Students will be able to receive college credits via live professors through the internet with the possibility of having an associate’s degree before they leave high school. The model is from Utah schools with a totally interactive program so students can see their professors and professors can see students.  Fire fighters, EMT’s, etc. can use the system to take their classes at Rimrock.  The state is paying the cost for Idaho Education Network (IEN).   Bond warranty work is being finalized with the energy analysis still in progress.  Five years of energy records have been researched at the district office.  Board members were invited to attend the meeting on energy efficiency.  Principal McCluskey is planning a substitute training session for Tuesday, August 18th at 9 a.m.  The Sharon Ackley Lawsuit against the school district is scheduled to start on September 28th in Murphy with a jury trial for five days.   Mrs. Chandler invited board members to attend the district-wide staff meeting and brunch on Monday, August 17th.  The district has the appreciation plaques for George Totorica for donating landscaping around Rimrock and Alan Schoen, Connor Merrick and the Rimrock FFA for building the benches in the front entry-way at Rimrock.  Board members signed a “Congratulations” card for Amber and Josh Pearson for the birth of their new baby girl.  “Thank-you” cards were signed for John Cristobal of Cristobal Construction and John Cristobal, Jr. of C2 Construction for their donations of $3250 each towards the Rimrock Football Scoreboard.  Discussion was held on the alumni funds and other school budgets throughout the state.

 

B.   Principal Reports--Phil McCluskey, Gerald Chouinard
Principal Phil McCluskey reported on the ISAT scores and AYP status.  (See attached sheet.)  Discussion was held on the scores and remediation classes.  Rimrock met AYP in reading and narrowly missed meeting AYP in math.  The Idaho Digital Learning Academy lab will be used for math remediation this year.  Students not meeting AYP will be enrolled in the math courses.  Mr. Hannah and Mrs. Bonney will support the students in the class.  Next year the goal for reading is 85% and the math goal will be 80%.  Intervention was discussed.  Mr. McCluskey stated he is excited about the new staff members.  Trent Bodily and Alan Schoen are working together with science classes.  The IDLA Paraprofessional will monitor the IDLA lab with ten computers.  Students are signed up for dual credit and advanced placement classes.  Mr. McCluskey discussed textbooks versus computer software and internet based classes.  Alignment of curriculum, “A” Day, “B” Day block scheduling versus daily classes, teacher training and mentoring new staff members were discussed.

 

Principal Gerald Chouinard reported on “Back to School” meetings and teacher preparation August 14 – 21st.  Several Bruneau staff members attended the Idaho Coordinated School Health Conference in Boise emphasizing the school health/wellness program at the school.  The Healthy Schools Grant is for $3,000-$5000 per year for three years.  “Back to School Open Houses” will be at Grand View Elementary on September 8th from 6:30 – 8 p.m. and at Bruneau Elementary on September 3rd from 6:30 – 8 p.m. 

Superintendent Chandler told the board she forgot to announce during her Superintendent Report that the district will host a “Community Appreciation/Open House” and it is being organized for Wednesday, September 16th at 6 p.m.  Bruneau Elementary and Grand View Elementary will have salad at 6 p.m. and pizza and dessert will be served at Rimrock Jr-Sr. High School at 7 p.m.  Buses will run from both elementary schools to Rimrock for community members to ride.  Students will be prepared to give official tours of the buildings. A mass mailing will be sent to notify the public. 

 

Principal Chouinard reported and explained the ISAT scores for AYP.  (See attached sheets)  Bruneau Elementary students increased their reading scores, the math scores were one point lower and the language usage scores increased, however the school did not meet AYP.  Discussion was held on how two or three special needs students can lower the scores on twenty students.  Grand View Elementary scores were discussed.  The goal for reading was 78% and the school scored 77.97%.  The goal in math was 70% and the entire school scored 79.66%, but because one group in the school did not meet AYP scores, the school did not meet AYP.   The school also met AYP in Language Arts.   Principal Chouinard has been working with the State Department to appeal the results.  He told the board students are making great improvements and the ISAT test score is only one indicator of student progress. 

Principal McCluskey is designing a substitute orientation for substitute teachers Tuesday morning at 9 a.m.

VI.       ACTION ITEMS

A. Accept Resignation of Karen Roberts as Bruneau Elementary 2/3 Teacher

Karen Roberts mailed a letter of resignation as 2/3 grade teacher at Bruneau Elementary.
Joe Merrick made the motion and Marie Robertson seconded to accept the resignation of Karen Roberts as Bruneau Elementary 2/3 grade teacher.  Motion carried.

 

B. Approve Board Poll to hire Gifted/Talented Coordinator, Head and JV Volleyball, Rimrock IDLA Paraprofessional and Bruneau Elementary 2/3 Teacher

Superintendent Chandler had phone polled the board requesting board approval to hire Julie Bodily as gifted/talented coordinator, Hailey Fuquay as head volleyball coach, Bobbie Munger as JV volleyball coach, Tammy Payne as Rimrock IDLA paraprofessional and Jacqueline Martinko as 2/3 grade teacher at Bruneau Elementary.
Marie Robertson made the motion and Joe Merrick seconded to approve hiring of Julie Bodily as gifted/talented coordinator, Hailey Fuquay as varsity volleyball coach, Bobbie Munger as JV volleyball coach, Tammy Payne as Rimrock IDLA paraprofessional and Jacqueline Martinko as 2/3 grade teacher at Bruneau Elementary.  Motion carried.

 

C. Approve 2009-2010 Bus Routes

The bus routes were discussed.  The bus routes and bus drivers will remain the same as last year.  Discussion was held on extending the bus route to Quey John’s residence. 
Joe Merrick made the motion and Marie Robertson seconded to approve the bus routes as they are.  Motion carried.

 

D. Approve Vickie Chandler Impact Aid Representative

This action is a formality to allow the school district to receive Federal Impact Aid money.
Marie Robertson made the motion and Joe Merrick seconded to approve Vickie Chandler as Impact Aid Representative.  Motion carried.

 

E. Approve Staff Handbook

The staff handbook was updated to include staff names, dates, page references and any changes to policies which have occurred since last year’s handbook.
Marie Robertson made the motion and Ray Meyers seconded to approve the staff handbook.  Motion carried.

 

F. Student Issue

The item was deleted from the agenda.
Chairman Dixie Black requested the principal send a certified letter to the student regarding the issue.
